Through sustained advocacy by ULC, the Public Library Association, and major urban systems, Microsoft has created a new program providing free Office Standard 2024 and free Windows licenses for all public-access computers in public libraries.
This represents a substantial cost savings for library systems and responds directly to sector-wide concerns following Microsoft’s transition of libraries from EDU to nonprofit pricing.
At the group’s recommendation, Microsoft has now rolled out a dedicated support page for libraries to work through, allowing them to connect with specialists regarding this public access device offer.
Scope of the Offer
- All libraries qualify
- Applies to public-access devices only (not staff computers)
- Covers:
- Office LTSC Standard 2024
- Windows (latest version)
- Delivery mechanism:
- Large systems: Enterprise Agreements and Microsoft-approved grants
- Small libraries: TechSoup (up to 50 licenses)
Benefits to Public Libraries
- Eliminates a major cost barrier for replacing or upgrading productivity software
- Ensures consistency and accessibility across public computing environments
- Complements broader digital equity goals in urban and rural communities
- Includes free Microsoft security resources (AccountGuard, Security Assessment, cybersecurity training modules)
Limitations and Outstanding Issues
- Microsoft is in the process of developing a solution for library consortia. Please reach out if this issue applies to your library
- Staff devices are not covered; they require standard nonprofit licensing
- No retroactive reimbursement for libraries that already purchased Office 202
- Security tools like Defender and Intune are not part of the grant and may require additional spending
Operational Requirements for Participation
Libraries must:
- Provide an accurate count of public PCs
- Work through their existing reseller or Tech Soup
- NOTE: A previous version of this FAQ noted that a library foundation or nonprofit must accept the grant. Through working with our members, Microsoft has now found a compliant way for libraries to work directly with their licensing partner to obtain these licenses, without needing a charity intermediary
