Microsoft Licensing for Public Access Computers

Through sustained advocacy by ULC, the Public Library Association, and major urban systems, Microsoft has created a new program providing free Office Standard 2024 and free Windows licenses for all public-access computers in public libraries.

This represents a substantial cost savings for library systems and responds directly to sector-wide concerns following Microsoft’s transition of libraries from EDU to nonprofit pricing.

At the group’s recommendation, Microsoft has now rolled out a dedicated support page for libraries to work through, allowing them to connect with specialists regarding this public access device offer.

Scope of the Offer

  • All libraries qualify
  • Applies to public-access devices only (not staff computers)
  • Covers:
    • Office LTSC Standard 2024
    • Windows (latest version)
  • Delivery mechanism:
    • Large systems: Enterprise Agreements and Microsoft-approved grants
    • Small libraries: TechSoup (up to 50 licenses)

  • Eliminates a major cost barrier for replacing or upgrading productivity software
  • Ensures consistency and accessibility across public computing environments
  • Complements broader digital equity goals in urban and rural communities
  • Includes free Microsoft security resources (AccountGuard, Security Assessment, cybersecurity training modules)

Limitations and Outstanding Issues

  • Microsoft is in the process of developing a solution for library consortia. Please reach out if this issue applies to your library
  • Staff devices are not covered; they require standard nonprofit licensing
  • No retroactive reimbursement for libraries that already purchased Office 202
  • Security tools like Defender and Intune are not part of the grant and may require additional spending

Operational Requirements for Participation

Libraries must:

  • Provide an accurate count of public PCs
  • Work through their existing reseller or Tech Soup
  • NOTE: A previous version of this FAQ noted that a library foundation or nonprofit must accept the grant. Through working with our members, Microsoft has now found a compliant way for libraries to work directly with their licensing partner to obtain these licenses, without needing a charity intermediary

What version of Office is included?

Office LTSC Standard 2024 (not Professional or Home editions)

Can I use this offer to update our public access computers from Office 2019 (or earlier) to Office 2024?

Yes, all new agreements are eligible.

Will Tech Soup be able to offer this for my library if we need more than 50 boxed copies and do not have an enterprise agreement?

Please contact Tech Soup to learn about additional options if needed.

Are Canadian and other libraries outside of the United States eligible?

Yes

Are all computers owned by the library eligible?

No. Staff machines require standard nonprofit licensing. Libraries may be eligible for discounts on Microsoft 365 E5 or other nonprofit SKUs through an Enterprise Agreement.

How do libraries with an enterprise agreement actually receive the free licenses?

Microsoft processes the licenses through a grant mechanism that is applied to your Enterprise Agreement during renewal. Libraries must partner with a non-profit to receive the grant.

What if our library is still under education (EDU) licensing?

Microsoft transitioned public libraries away from EDU licensing and pricing. On renewal, you will be required to work with Microsoft Elevate products.

Does the offer include “M365 Apps for Enterprise (Device)” as a grant?

No. Microsoft confirmed that M365 Apps for Enterprise (Device) is not part of the grant offering.

Can libraries receive grants retroactively if they already purchased licenses?

Not at this time. Grants are available at time of renewal and for any new public access devices.

What if my reseller or Tech Soup cannot help me or does not know how to apply the discounts or grants?

Are the grants a one-time offer, or will I be able to access again when we renew our enterprise agreement?
