Vision 2030 is San Francisco Public Library’s system for converting a long-range strategic plan into an ongoing management and performance framework. It integrates project portfolio management, executive governance, standardized reporting, and a tiered measurement model so that strategic priorities can be translated into defined initiatives, assigned accountability, measurable outcomes, and recurring management decisions.
Challenge/Opportunity
Following adoption of Vision 2030 in 2024, SFPL’s primary challenge shifted from strategic planning to execution. The plan contains dozens of outcomes and initiatives that cross organizational divisions, time horizons, and operational functions.
SFPL needed a structure that could:
* Translate broad strategic outcomes into manageable projects and metrics.
* Establish clear ownership for projects, metrics, and data reporting.
* Provide leadership with a consistent view of implementation progress.
* Connect organization-wide outcomes with divisional and operational performance.
* Maintain continuity as priorities, staffing, and leadership change over time.
The opportunity was to create a repeatable strategy-management system rather than manage Vision 2030 as a collection of independent projects.

SFPL’s North Star Framework of "connection" is the core of Vision 2030. It translates strategic priorities into a tiered performance system that connects enterprise outcomes, strategic measures, and operational activity.
Key elements:
* North Star measures that define system-level success and provide a small set of indicators for executive oversight.
* Strategic measures tied to Vision 2030 priorities, with defined owners, data reporters, sources, and reporting cadence.
* Operational measures and projects that show the activities expected to influence higher-level outcomes.
* A structured metric lifecycle: define the measure, validate the data source, establish baseline, set target, monitor performance, and adjust strategy when results are off track.
* Weekly executive review and standardized monthly reporting to connect metrics with mgmt decisions.
The innovation is the integration of strategy, measurement, project execution, and governance within a single framework.
Achieved Outcomes
SFPL's North Star Framework has established a common performance-management structure for Vision 2030 across SFPL.
* More than 40 metrics have been identified and organized within a common hierarchy.
* Each active metric is assigned clear accountability for ownership and data reporting.
* Approximately 30 current Vision 2030 initiatives are being managed alongside the measurement framework, allowing leaders to assess both implementation progress and intended outcomes.
* Standardized dashboards and monthly updates now provide a consistent source for executive review.
* A weekly Vision 2030 governance process uses these measures and project updates to identify risks, dependencies, performance gaps, and required decisions.
The result is a repeatable system for determining whether library services are producing the outcomes Vision 2030 was designed to address.
