Innovation Synopsis

Vancouver Community Library began a partnership with two local organizations that provide resources and housing to community members experiencing homelessness. A social worker and housing coordinator provide weekly on-site assistance to library patrons. We hold conversations with providers and patrons to discuss homelessness in our county.

Challenge/Opportunity

People experiencing homelessness in Clark County, Wash., increased 21% in the last year. Lack of income, affordable housing and evictions are the top causes for homelessness in our community. Library staff sought solutions and opportunities to help better serve patrons who came to the library in seek of shelter, social services and longer-term housing solutions. We needed a solution to helping patrons in crisis.


Key Elements of Innovation

  • Host community conversations to facilitate more opportunities for patrons to discuss and learn about homelessness issues that affect our community.
  • Attend monthly Homeless Ideas Group facilitated by the City of Vancouver.
  • Increase on-site housing and support resources to patrons that are experiencing homelessness or are in need of social services. Provide additional outreach to day shelters.
  • Provide staff with support and training for working with patrons in crisis.

Achieved Outcomes

Since starting the program in January 2019, our providers have been able to link numerous individuals and families with shelter, services or permanent housing. In April, over 300 people attended opening night of The Public. Local services providers, government leaders, community members with lived experience and the general public watched the movie and learned about how we are working with partners to provide services to people experiencing homelessness. We are continuing to develop services to reach more people.
