Innovation Synopsis

Montgomery County Public Libraries (MCPL) has expanded the library’s presence beyond the walls of its physical buildings through the Outreach Team. The Team extends the reach of MCPL resources, services and collections to non-users, potential customers and new Americans where they live, gather and meet.

Challenge/Opportunity

Montgomery County, MD, is a majority/minority county. Data from the U.S. Census Bureau shows that 47.8% of County residents are non-Hispanic whites; 31% are foreign born and 38% of County residents speak a language other than English. The concept of free public libraries is non-existent in many parts of the world, and MCPL realized that this changing demographic required reaching out to County residents in a new and more dynamic way. With this concept in mind, the bilingual Outreach Team offers a new model of mobile service to residents, traveling to all corners of the County reaching out to everyone, especially new Americans. Equipped with laptops and iPads, the Team is able to issue library cards and demonstrate MCPL resources and services in any location.


Key Elements of Innovation

Being able to issue new library cards and to show how to navigate MCPL online resources and services with their portable gear anywhere, the Outreach Team has visited many areas of the County where residents were unaware of library resources. By using the elements of surprise and improvisation, Outreach Team members have implemented “pop-up” libraries at commercial malls, farmer markets and other unpredicted sites actively engaging customers in the communities and bringing valuable feedback to MCPL. All eight team members split their time between providing library service at their branches, and planning and conducting outreach visits in their respective communities.


Achieved Outcomes

The effects of the Outreach Team have been transforming. The Team has taking MCPL’s mission – to offer free and equal access to services and resources that connect the County residents to ideas and information which sustain and enrich their lives - to all corners of the County. Since 2013, Team members have participated in more than 500 events reaching out to approximately 40,000 people. Being present at unexpected sites, like farmer markets and commercial malls, visiting senior and daycare centers, connecting with teachers, parents and students in local schools, participating in fairs and parades, conducting training sessions, engaging with business, and promoting MCPL services, resources and programs to the community, the Outreach Team has expanded the mission of public service beyond the library physical walls.
