Operation Transformation

San Antonio Public Library, Texas

Operations & Management | 2018

Innovation Synopsis

Library Director Ramiro Salazar recruited staff to work on a grassroots project to create a culture of innovation and process improvement within the library system. A steering committee made up of staff from different levels and locations formed to develop Operation Transformation, changing the organization one project at a time.

Challenge/Opportunity

The culture of the organization had suffered over time due to budget cuts and staffing shortages. Ideas were bogged down in processes and often abandoned, creating barriers to new and innovative services. The last all-staff development day was held in 2012, leaving few opportunities for branch staff to interact with administration. Operation Transformation has given individuals in the organization the opportunity to have their voices heard and is breaking down barriers to innovation.

Key Elements of Innovation

The Re-Visionaries steering committee conducted 48 meetings to connect with 550 staff to gather feedback regarding their feelings and thoughts about the organization. That information was used to create a plan to work on the top issues identified. One of the top priorities of staff was to have another staff development day which was organized by the Re-Visionaries and held in February 2018. The group continues to work on specific projects identified by staff.

Achieved Outcomes

Staff has been given a voice within the organization through this initiative. A Shark Tank session was held at staff day, allowing for new ideas to be adopted by administration. A new staff intranet will be launched soon as an improved communication tool, and other projects continue to be identified and implemented. Feedback from all over the organization continues to be positive with staff being more engaged in creating a supportive culture.
