Innovation Synopsis

The OPL "Race & Equity Team" was formed as part of a citywide effort to support the City of Oakland to transform practices in government to promote inclusion and full participation by a broad representation of residents and to end racial inequity in the community and in the workplace.

Challenge/Opportunity

OPL, as part of the city’s overall efforts, recognizes that organizational programs, policies and procedures create inequity along racial lines, usually unintentionally. The effects of past institutional policies and practices still influence its policies or practices and create race-based inequity across our community. Equity is fairness — ensuring that people have the same access to the services the library delivers. Our team supports staff in their development and implementation of racial equity and in applying racial equity tools.


Key Elements of Innovation

1) The first key element is to model commitment to develop racial equity competency by engaging in developing standards or staff knowledge; 2) Secondly, communicate and facilitate activities and dialogue to build understanding of what racial equity means; and 3) Provide support to work groups and individuals in the library ensuring the inclusion of equity in all decision-making processes in OPL on equity activities, programs and initiatives.


Achieved Outcomes

The team surveyed staff about how to advance racial equity within the organization. Based on themes gathered, OPL will: 1) Review the racial breakdown and assets of Branch Friends groups to ensure equitable distribution of resources; 2) Review hiring and training to prepare diverse staff for professional and promotional opportunities; 3) Offer staff training, e.g., assessing bias with patrons/staff; and 4) Assess services provided to patrons in multiple languages and compensation for bilingual staff.
