Innovation Synopsis

Providing patrons with equitable access to necessary hygienic supplies. Focus on equity of access for patrons who menstruate as a hygienic courtesy/convenience in restrooms. An intersectional approach to offering supplies in all restrooms (including men’s). Incorporated bilingual signage/displays and included focus on environmental and health impact.

Challenge/Opportunity

Offering sanitary supplies and meeting the basic human needs of our patrons make sense. If human needs are met, such as toilet paper and menstrual products, patrons are more likely to be interested in learning, researching, homework, working and reading at our libraries. Challenges included overcoming unknown issues: cost, workload, environmental and health considerations, and educating staff and patrons, particularly regarding the inclusive approach to support patrons who menstruate and use men’s restrooms.


Key Elements of Innovation

A pilot was completed assessing cost, impact and the value of offering necessary hygiene products for patrons, with a focus on intersectionality, health, environment and economic impacts. Signage/displays raise awareness about menstruation as a normal/necessary human function, minimizing taboo, shame and secrecy that has historically surrounded this topic. Menstrual supplies in men’s restrooms normalize menstruation and provide access for transgender men (and/or individuals who identify as male) who menstruate, particularly adolescents.


Achieved Outcomes

Library branches offered menstrual supplies in all restrooms, education & awareness displays, logged data usage and acquired feedback. Due to the superior environmental and health qualities — with minimal cost difference — the Sonoma County Library purchased applicator-free organic tampons and pads. The study proved that the cost and effort to maintain a program like this were not prohibitive, that patrons truly take only what they need and that Sonoma County Library patrons and staff overwhelmingly support this effort.
