Filling the Gap: Scaling School Readiness

San Diego County Library

Education - Children & Adults | 2025

Innovation Synopsis

Kindergarten Gear Up has rapidly expanded into a nationwide initiative, with its flexible, research-based curriculum, website, and resources now adopted by public library systems across multiple states. Designed to empower both children and library staff, the program offers inclusive, culturally relevant tools that support holistic school readiness—covering literacy, social-emotional skills, and community engagement. Its adaptable framework allows libraries to tailor programming to local needs, making it an effective, scalable solution for addressing urgent school readiness gaps in diverse communities while fostering confidence and success in young learners.

Challenge/Opportunity

Public libraries have historically faced challenges including limited time, resources, and funding to deliver comprehensive, research-based programs. Recent defunding of key support agencies, like the IMLS has further reduced funding streams, leaving libraries with fewer tools to address community needs including early learning opportunities. Nationally, only about 40% of 3- and 4-year-olds are enrolled in publicly funded preschool, creating a critical access gap—especially in underserved communities. Many libraries lack the capacity to develop curricula or sustain consistent programming on their own. Kindergarten Gear Up addresses both the preschool access gap and the underfunding challenge by equipping libraries across multiple states with ready-to-implement, culturally relevant early learning curricula and resources. This program enables any library to extend high-quality, research-based school readiness support to children and families who might otherwise go unserved.

Key Elements of Innovation

The Kindergarten Gear Up program, developed by public librarians for public librarians, helps communities address critical gaps in school readiness opportunities. Created by San Diego County Library, the program provides families with structured, research-based early learning experiences that strengthen literacy, social-emotional, and cognitive skills. Designed to reach children without preschool access, it enables libraries to deliver consistent, evidence-based instruction through its website. Core elements include:
• Ten-session, research-based curriculum aligned with early learning and kindergarten standards.
• Dual engagement of children and caregivers through play-based learning and community participation.
• Library-centered model expanding access in underserved areas.
• Flexible resources are scalable across library systems.
• Partnerships with schools that create a connected community of education supporting lifelong learning.

Achieved Outcomes

The Kindergarten Gear Up curriculum has proven highly effective in supporting families and libraries in preparing children for kindergarten success. By combining research-based learning with family engagement and accessible library delivery, the program strengthens early literacy and school readiness across diverse communities. Its adaptable design and focus on equity have led to measurable, replicable outcomes nationwide:
• Expanded to seven states and eight library systems, demonstrating strong scalability and national relevance.
• Increased family engagement and caregiver confidence through guided participation and take-home learning tools.
• Demonstrated gains in school readiness, literacy, and social-emotional skills among participating children.
• Proven equitable model that ensures consistent, high-quality kindergarten preparation for all families.
