Engaging a Community in Energy Savings

Innovation Synopsis

Montgomery County Government’s Departments of Public Libraries and Environmental Protection (MCDEP) collaborated to develop and deliver community programs at MCPL locations on the topics of energy conservation and sustainability. By combining informal presentations with hands-on activities, participants of all ages comprehend and apply these “green” concepts into daily living.

Challenge/Opportunity

Montgomery County seeks effective, innovative solutions to reduce its “climate footprint”; the goal is to reduce the county’s greenhouse emissions by 80 percent (from 2005 levels) by 2050. Recognizing the significance of public support and involvement in reaching this goal, the MCPL/MCDEP partnership focuses on community education and participation. Implemented in 2016, “Energy Exploration” and “Energy Express” are local library programs that inform, instruct and entertain residents of all ages on this key environmental issue.


Key Elements of Innovation

The “open-house” format of “Energy Exploration” and “Energy Express” — that includes games and workstations — permit attendees to engage at their own pace. Combining arts and crafts with engineering and technology, attendees construct wind turbines that power mini light bulbs, or solar-driven cars. Each station contained energy-saving tips on appliances, lighting and weatherization for one’s home. The programs also served as segues to explore additional information via the library’s collection of materials.


Achieved Outcomes

“Energy Exploration” and “Energy Express” educated and raised resident awareness of Montgomery County’s environmental goals; more than 1,500 individuals participated. Both programs enhanced participation in the statewide EmPOWER Maryland Program by offering onsite registration to residents for the Quick Home Energy Check-Up. Additionally, the programs motivated children to begin thinking of themselves as scientists and mindful, responsible leaders who can “build a better world” by appreciating, improving and protecting their community and environment.
