Innovation Synopsis

Empower YOUth was created to address a clear need for programs and services that genuinely connect with teens—meeting them where they are, inspiring their goals, and supporting their growth. Recognizing the diversity of teen experiences, VPL developed a dynamic suite of lifelong learning, leadership, and skill-building opportunities that also promote social connection and mental well-being. Grounded in a thorough review of existing services, community input, and staff expertise, Empower YOUth offers a responsive and empowering model for teen engagement.

Challenge/Opportunity

Empower YOUth is a transformative initiative that reimagines teen engagement at Vaughan Public Libraries. It fosters authentic connections between youth and staff while actively challenging stigma. One of the most consistent messages we heard from teens is their desire to feel seen, valued, and empowered as contributors to their community. In response, VPL re-envisioned summer programs, sparking a flexible, year-round framework that now anchors teen services. Through dynamic partnerships and a diverse mix of lifelong learning and recreational programs, Empower YOUth offers skill-building and creative outlets tailored to an underrepresented demographic. More than a program, Empower YOUth is a cultural shift that centers teen voices, fosters inclusion, and empowers youth to thrive.


Key Elements of Innovation

Empower YOUth is a teen engagement model built on seven pillars: Creative Writing, Culinary Literacy, Financial Literacy, French Literacy, Jobs & Career Readiness, Mental Health, and Public Speaking. Programs are designed around these competencies and guided by a framework that integrates teen feedback and ongoing evaluation. The initiative thrives through collaboration, partnerships, and cost-effective delivery—positioning Vaughan Public Libraries as a youth-centered hub. Signature elements include the Design a Bookmark Contest and VPL’s first system-wide teen program survey. The launch of a moderated Discord server—home to 100+ active teens daily—provides a safe, vibrant space that informs responsive, youth-driven services. Empower YOUth redefines traditional library services through holistic programming, embedded evaluation, and digital engagement. Most significantly, it has catalyzed a cultural shift, fostering inclusion and elevating youth voices in library service design.


Achieved Outcomes

Empower YOUth measures success through attendance, surveys, and youth focus groups, offering a full view of its impact. Since launching in 2024, it has engaged thousands of teens through life skills programs, events, and services. From Jan–Oct 2025, VPL delivered 189 teen programs with 5,064 participants. Survey results show 88% felt connected, 80% planned to return, and 70% learned something new; respondents also expressed preference for consistent, hands-on programs and unstructured, affordable spaces. In response, VPL formed strategic partnerships with McMichael Canadian Art Collection and 360ºkids, enriching new offerings like Financial Literacy Bootcamp, YAY Cooking, and the Teen Bookmark Contest. Most notably, Empower YOUth has fostered greater staff engagement and a more inclusive teen environment. VPL now leads a growing network of teen service allies, transforming youth advocacy across the system and into the community.
