Innovation Synopsis

Anne Arundel County Public Library and Westfield Annapolis partnered to bring the library to customers where they were already spending time: an upscale shopping mall that was reinventing itself. Discoveries: The Library at the Mall became so popular in its temporary spot that it won support from the county to build a permanent location.

Challenge/Opportunity

The challenge for most libraries is engaging the elusive nonuser. Forty percent of county residents do not hold library cards, despite AACPL having 16 branches that routinely do outreach. AACPL needed to find more ways to get the library into the community instead of expecting special trips to a library branch. In discussions with the mall, library officials saw an opportunity to develop a branch as part of a mall ecosystem that draws customers from around the state. Discoveries gives customers what they want, where they want it.


Key Elements of Innovation

  • Discoveries’ primary partner is Westfield Annapolis and the individual retailers within the mall. Partnering on initiatives, like a free pretzel when you sign up for a library card or filling the Little Free Libraries, keeps the library connected and visible.
  • Discoveries has a small, curated collection of items from the past two years. This keeps the collection fresh and highly marketable to retail customers.
  • All staff are programmers for all age groups, highly trained in customer service and innovation.

Achieved Outcomes

Discoveries first held 100s of programs, curated a collection with 12% turnover rate and regularly engaged new users. This success led to funding for a new space that opened just before the pandemic. In the months since, staff have:

  • Pivoted to virtual programs, circulating Storytime2Go kits.
  • Created a holds delivery system for mall workers.
  • Invited stores to use space for socially distanced job interviews.
  • Partnered with the mall on an early literacy ISpy game.
  • Engaged customers through a walk-up appointment system.
