Innovation Synopsis

San Francisco Public Library created “All Are Welcome” in response to executive orders surrounding immigration. It highlights immigrant services at our libraries. Serving a population upwards of 900,000 people, 35 percent of which are immigrants, “All Are Welcome” allows San Francisco libraries to remain sanctuaries, providing refuge and a sense of community.

Challenge/Opportunity

Southern Poverty Law Center reported 1094 bias-related incidents one month following the recent presidential election, with anti-immigrant incidents comprising a significant 29 percent. Reports across the nation indicate that anti-immigrant bias and hatred is rising. San Francisco is a sanctuary city, committed to providing resources for those living in fear stemming from their immigration status while educating and informing their allies. “All Are Welcome” brands SFPL’s resources so they are more accessible to immigrant populations.


Key Elements of Innovation

“All Are Welcome” increased programming and promotion of resources for immigrants and their allies. Key elements include: cocreation of a "Respect & Love Toolkit and Resource Guide" to address issues around hate, bias and discrimination; “Know Your Rights,” “Becoming an Immigrant Ally” and “We Love Diverse Books” programs; an updated webpage; and dedicated “All Are Welcome” computer stations to assist immigrants in finding their best pathway to remain in the United States.


Achieved Outcomes

We seek to raise awareness around discrimination and degradation of marginalized groups, both in overt and casual forms, and to ensure these groups are aware that they are protected and have access to legal recourse. We hope to simplify the process of applying for citizenship for those pursuing it. And we’d like everyone to know they are always welcome in our libraries, and should see themselves represented in our collections and programs.
