Innovation Synopsis

PGCMLS creates welcoming spaces, virtually and physically, that allow for learning, creating, thinking and developing in a way that is conducive to personal growth. The library's workforce development initiative improves employability through partnerships and unique programs for customers who are underemployed, unemployed or transitioning careers.

Challenge/Opportunity

Prince George's County has the second highest unemployment rate in Maryland, despite being part of the epicenter of federal government careers. Staff learned from federal employers that many candidates do not need federal hiring standards, with a major gap being technical certifications (more so than college degrees). The county also has a high (ca. 15%) high school dropout rate. The COVID-19 and economic crisis has increased the local unemployment rate significantly, with greater access barriers to skills development resources.


Key Elements of Innovation

PGCMLS collaborated with county agencies to focus new resources on customers in high unemployment areas. A physical space was planned, but COVID-19 delayed implementation in 2020. The commitment to serving the unemployed shifted to virtual, with weekly virtual "Career Chats" that model career paths for young professionals and "Career Kickstart Quick Tips" for teens. PGCMLS is collaborating with Employ Prince George's to certify staff as workforce and career development professionals, increasing the library's services.


Achieved Outcomes

Anticipated outcomes include:

  • The library emerges as a leading organization to meet employment needs that will lead to reducing recidivism, improving educational outcomes, and ultimately benefit employers in the surrounding area.
  • Five staff members will complete Career Development Certification Training during the current fiscal year.
  • All staff on the workforce development team will complete the courses.
  • A micro website will be designed specifically for workforce development. It will include resources, trainings, job announcements and quick tips.
