Topeka and Shawnee County Public Library, winners of the 2014 Top Innovation Initiative for Civic & Community Engagement, has taken community leadership to a new level with its embrace of the Effective Facilitators/Masterful Meetings (EF/MM) training program. It began when Library CEO Gina Millsap, in her capacity as Chair of the Heartland Visioning community-building initiative, took the training in order to increase Heartland Visioning’s capacity to convene productive, effective and engaging meetings with the public that resulted in the iterative strategic decisions needed for success.
Recognizing the power of the EF/MM approach, Gina introduced it as a staff-building tool for the entire Library. Today, key librarians and skilled facilitators like Lissa Staley lead meetings not only for Heartland Visioning but for community health improvement planning and other local organizations. The Library has provided the training to many members of its own staff with the goal of changing the library’s culture to increase productivity, improve communication and participation, and achieve superior outcomes.
In this program, Gina Millsap and Lissa Staley will share the context in which facilitator training has become such a powerful tool, key elements of the training process and the impact of this leadership tool on the Library and in the community – accelerating change and innovation.
Gina Millsap is the chief executive officer of the Topeka & Shawnee County Public Library. She leads an organization of 200 incredible employees serving a library-loving community of 179,000. She’s worked in libraries for 35+ years and received her Masters of Library Science from the University of Missouri, in the previous century. Her degree may be an antique, but her outlook isn’t; she’s been recognized as a Library Journal “Mover and Shaker” and is Past President of the Library Leadership and Management Association, a division of the American Library Association. She presents and writes on a variety of current topics, including community leadership, market segmentation, public library trustee education, 21st century librarianship, process improvement and is an experienced facilitator for library and community groups.
Lissa Staley helps people use the library. At the Topeka & Shawnee County Public Library, she is a Book Evangelist, trivia emcee, book group leader, and lead editor for the Community Novel Project. Within the library, she leads staff teams to promote Health Information and Arts & Crafts. In the county, she facilitates the Healthy Eating, Active Living workgroup for the Community Health Improvement Plan, and serves on the leadership team of Heartland Healthy Neighborhoods. She focuses on constantly improving customer experience and freely sharing successful ideas with other librarians.
