Innovation Synopsis

The Carlsbad City Library advanced its lifelong learning opportunities for residents by partnering with the Osher Institute at California State University San Marcos. The Osher Institute expands the Library Learning Center’s educational offerings with a suite of courses designed to promote the joy of learning to the age 50+ demographic.

Challenge/Opportunity

Carlsbad’s demographics reveal that residents in the 50+ age group are a large and growing segment of the population. A recent survey showed that lifelong learning is a high priority for Carlsbad residents. The Library recognized the need to expand its offerings for personal and intellectual growth for the 50+ age group. In addition, the Library was seeking partnerships to complement existing services at its Learning Center, leading to increased hours and visibility for this unique facility. The Osher Institute at California State University San Marcos, a membership-based program for mature learners, was seeking the opportunity to expand its offerings in the Carlsbad area. A partnership was seen as an ideal means of achieving all of these goals.


Key Elements of Innovation

The key element in this innovation was to look beyond our traditional in-house resources for a partner with whom we could collaborate to achieve our mutual goals. Once we identified the Osher Institute as a potential partner an implementation plan guided cost analysis, contract development, and logistical coordination. We worked with Osher staff so they understood the type of content that would have the greatest appeal to our residents. Osher also offered “teaser classes” to our target audience to acquaint them with Osher curriculum. We developed a marketing plan to create awareness in the community.


Achieved Outcomes

Now in our 5th series of classes, we are seeing the anticipated benefits for the community in establishing this partnership. The Learning Center has increased visibility and the community has a better understanding of the wide array of learning services available there, as well as how they can contribute through volunteerism. Lifelong learning opportunities of interest to our targeted demographic group have been increased. Hours of operation were increased by 52% without additional city funding. Programs and services are more accessible to the whole community. The Osher Institute and California State University San Marcos have been able to advance their goals of adding to their network of sites where they can reach audiences that will benefit from this opportunity to pursue the joy of learning.
